Full Narrative

During winter through summer 2023, I volunteered as a helpline counselor for NAMI (National Alliance on Mental Illness), receiving calls and supporting those calling. I experienced problems during every shift uploading case management information because the WiFi upload speed was too slow. Several times, the page would crash requiring me to re-enter the information. Before and after my shift the upload speed was normal. I discussed the matter with the NAMI and Verizon staff several times while also testing my computer many times. The matter never resolved. The precision—interference only during my volunteer shifts—pointed to targeted throttling designed to disrupt my service work.
